The Yemeni Ministry of Transport has implemented precautionary and regulatory measures regarding the tanker DORIN, including the suspension of bunkering operations at the Port of Aden, following the detection of compliance risks, false flag documentation, and technical deficiencies.

According to an official statement, the Maritime Affairs Authority (MAA)—through its Aden branch and the Regional Maritime Information Sharing Centre—flagged the vessel after it anchored at the outer anchorage on July 30, 2026, requesting 150 metric tons of bunker fuel. Verification revealed that the tanker is listed under U.S. Treasury sanctions, operates under a fraudulent Guyana flag (confirmed invalid by Guyanese authorities), and exhibits frequent ownership turnovers alongside ambiguous classification and insurance records.

On August 6, 2026, authorized Port State Control (PSC) officers boarded the vessel to inspect statutory certificates, crew qualifications, oil record books, and critical navigation, firefighting, and life-saving equipment. The inspection identified several operational and technical non-compliances with international maritime conventions, which were formally documented with mandated corrective actions.

The Ministry affirmed that suspending bunkering services and deploying a specialized monitoring team are standard risk management protocols under MAA’s legal jurisdiction. These actions aim to enforce international maritime standards, safeguard regional navigation, and protect Yemen’s marine environment.
